On May 29, 2004, 59 Years after the end of World War II, The National World War II Memorial will be dedicated in Washington, D.C. The celebration will conclude eleven years of hard work to honor America's "greatest generation". Every DAV Chapter in the State of New York is encouraged to send at least one (1) delegate to honor those who served in World War II. In planning your DAV unit programs for the 2004 Memorial Day Celebrations, include programs that particularly include those who have fallen and been injured in World War II. Advance the spirit of patriotism that needs to be recalled so as imbue our younger generations with historic contributions made for them. Americans who served in WWII can now add their names to an online registry. Organized by the American Battle Monuments Commission, the web based list is an effort to reorganize as many as 16 million Americans who served in uniform during World War II. It concludes with the dedication of the National WWII Memorial. Registration is free. For more information call toll (800) 639-4992 or the web site at http://www.wwIImemorial.com. * * * * * * Now may be a good time to review your chapter bylaws, where appropriate, to insure there are in compliance with the new National Bylaws. Highlights of the more significant DAV National Constitution and Bylaws include the following: Article 11, Section 11.4 - Increase in the minimum payment for Life Membership. Article 11, Section 11.9 - Increase in the cost of Life membership. Article 11, Section 11.10 Replace the life membership Fund distributions system with a single distribution rate. Article 13 - Creation of a Board of Directors will provide oversight and assessment of operations and staff of DAV National Organizations. Article 18, Section 18.2 - Permit chapters and accumulate in their reserves, three (3) times expenses of their last fiscal year.
